Probably too poor to pay the related costs. A simple burial without a mausoleum runs $5k plus. I guess they figure if they leave them the city, state or feds will take care of it.

$2.7 Billion-- Cost of 145,000 FEMA trailers
$100 Million-- Total amount spent on base camps
$39.5 Million-- Cost of portable classrooms in Mississippi
$36 Million--Cost to store 63,000 unused trailers at 13 staging areas
$10 Million-- Cost to renovate shut down army barracks at the old Ft. McClellan. Only six occupants to advantage.
$900 Million-- cost of 26,300 mobile homes that FEMA later discovered could not be used in flood zones (where almost everyone lived)
Regarding trailer auctions: "FEMA is netting an average of 40 cents on the dollar that it spent buying the trailers." I seriously doubt it.
