steering problem

You don't have to retype, cut and paste works wonders.
Whenever I turn the wheels when idleing, it makes a weird whining noise (till I stop turning) and it's hard to turn. If I give it some gas then it makes less of a whining noise and it's easier to turn, but it still does it..if I'm driving it doesn't do it unless I am going really slow, what could this be ?

Also, whenever it does do it the oil pressure goes down.. any idea ?

98 jeep cherokee (regular) limited 170k miles

I'd install a new PS pump.
 
Also check the power steering pressure line for an inline pressure switch. If equipped, the switch is an input to the PCM to help keep the idle to compensate for the needed pressure threshold and assist the steering.
