Rear bumper mounting - YJ

Next week I will be building a bumper with a reciever tow point and a pair of D-rings and eventually a swing out tire carrier. I was wondering what the best way to mount it to my YJ would be. I was just thinking of welding it all together and bolting it to the existing bumperette holes. Would this work? I plan on using the reciever for heavy duty towing which usually means you should bolt it to the frame. Is that crossmember that the bumperettes are bolted into considered part of the frame? Will those 8 bolts be sufficiant? Any help would be great, perhaps if someone has found a write up on something like this you could post the address. Thanks!

Well I found this site... www.jeepfabrication.com It's great! They have plans on building everything you can think of... and if you don't like one plan, you can pick an alternate. Anyway, this site said that if I am using the hitch for a recovery point I would have to do a frame tie in, I don't know why I didn't think of that before.
Thanks anyway, I should have did this search before posting... but maybe this site could help some other jeepers. This is the frame tie in...
