No power being distributed to accessories.. 88 XJ

Turn the car on, running good.. Run too many accesories ie. headlights, sterio, wipers, turn signals, and the car shuts off. Alternator is pushing 14-16v and my battery is new (and good). My battery guage never goes above 9 (the red) and everytime you turn the headlights on, the battery guage goes completely down, the sterio turns off, and nothing else can be ran without the car shutting off. I replaced what seems to be every relay, fuse. Changed the battery cables, ignition switch and had everything tested. I'm about to nickel and dime myself until I find the problem, and I only paid 200 for the damn jeep. Any ideas? :x
 

A few reasons I can think of for your problem. One is too big of a fuse for a shorted sub system.
Headlights have an auto reset circuit breaker in the switch so that's likely not the problem.
Do your dash lights work? Does your parking light fuse blow, is it the right size?
I'll have a look at the schematics and see what could possibly be a common factor.
Try pulling the taillight and instrument light fuse, while you have them out make sure they are the right size. Give it a try without the fuses.
Be careful about over fusing sub systems, the wires get hot and can possible start a fire.

I'd also disconnect the fusible links from the starter relay and test each with an ohm meter, just in case. It's possible one is burnt out and you are feeding that sub system through a crossed wire someplace.
After market add ons, like lights and sound systems are likely spots for a crossed wired sub system.
