need help again

I am getting to much pressure in my crankcase I am blowing oil out of dipstick (wtf is that about) anyway the dipstick stays put but about a 1/2 pint or so blows past it's a 1990 yj with the 2.5 4 banger in it it dose not smoke. it dose not come from the oil filter because the top of distributer cap is wet along with wires and oil filter, I was told it is my rings but if my rings are bad wouldn't it smoke? and the other was something to do with my emission canister??? any help would be apreciated:?|:?|
 

Determine how your PCV or CCV system runs and look for a clogged line. The PCV or CCV system vents the crankcase pressure to the intake to be burned. A clogged line will allow this crankcase pressure to build and blow gaskets, seals, or dipsticks. Path of least resistance.

I guess it could be blowby, which means worn internal parts. I'm not as familiar with that.
