front wheel drive line turns all the time

I just bought a 1996 cherokee 4.0L 4x4 for my GF and we noticed that the drive line that turns the front wheels turns all the time, the reason I noticed it was because the front differential seal has been leaking fluid. If I keep the jeep in 2wd drive should the front drive line still turn ?
 

Ya it will always turn it will just disconnect inside t case.
 
I just noticed this on my 2000 Cherokee, the front driveshaft turns when I spin a front tire. I jacked it up to check because when I turn sharply, the front wheels scrub the pavement, and the vehicle rocks slightly. Does one of the hubs unlock when it is in 2H? I guess that shouldn't matter since it is an open diff.
 

No. The front axle is always live. The scrubbing could be an axle u joint or alignment issue.
