Engine won't REV above 2000 RPM in 1st Gear

Meyer 6 1/2 foot snow plow

I have recently put a professionally rebuilt 6 cyl in my 86 CJ7. I run an Offenhauser Manifold, Pacesetter headers, HEI, MSD 6, T-4 transmission, 390 CFM 4 Barrel, and the timing is set at 5. Engine idles at about 700 RPM and sounds just fine, no pops or backfire. Here's the problem; when in 1st gear I cannot get the engine to rev above 2000 RPM in order to shift into 2nd. If I put it in 3rd I can get the RPM's to rev in order to shift into 4th. Oh, reverse is just fine, no engine dive or nose down. I could use some advice.

Does it just stop revving or is it puddering. sounds like it could be the cataltic converter, if so equipted.

It simply stops revving. As for the catalytic converter; let's just say, I haven't gotten to that part of the rebuild just yet.

Thanks, but what is the rationale, do you believe that there could be some 'control' issue, misfire perhaps? Thanks for the advice, will do and let you know.

Long story short; after some further testing what would happen is that if you really stomped on the throttle the secondary's would open up and it ran fine with no engine bog, so I fooled around with adjusting the carb. Finally just changed the primary jets on the Holley and it runs just fine! Okay, there is the exhaust leak at the manifold, but that's another post. Thanks to all.
