Cj Power Stearing

I have just converted my Jeep over to power stearing. I did as the book said and turned the stearing back and forth several times. Still no power stearing. I bought the parts used. Any one have any sugestions?
 

does the power steering pump make a noise when the motor is running ? Or when you turn the wheel ?
These are the first things you should hear.
The power steering belt turning freely ?
 
Everything looks and sounds good. The stearing box has a little leak at were the shaft goes in, but everything else looks good. It just feels like it does not have power stearing. I am not sure how to isolate the problem to the box or pump. I also only put in about half a quart of fluid. I would think it would take more than that so I am not sure if the fluid is getting through.
 
fill the reservoir, turn the wheel back and forth, refill the reservoir.
repeat until the level of the p.s. fluid does not drop. the lines, steering box, etc have to be filled for the p.s. to work.
 

I have done that. I did it for a half hour and still nothing. I am wondering if I can pull off the low pressure line and start the engine to see if the fluid is circulating.
