Cherokee wipers

I've got a '95 Grand Cherokee, and the intermittent part of the wipers don't work, Low and high speeds work correctly except they will not park. I replaced the motor with a salvage yard motor and still have the same problem. Any ideas?

I remember a buddy having a similar issue and he had to replace the lever (stick) thing on the steering column.
