Bolt Help

So I have a stock bumper on my 99 TJ and getting ready to install brackets for the tow bar. It says to remove two bottom bolts well I see or feel no bolts. Does anyone know the size or my fear they are broken off.

The front bumper retaining bolts are through the frame. The ones you take off on the top is the same size on the bottom. The factory specified size is M6X1.00X20.00, factory part number,6504212.
