Anyone know what this is called?

Lower front frame crossmember? After removing the bumper for an aftermarket tube bumper (westin trailblazer, like an RRC) I'm left with this piece. I think the original plastic "skid plate" bolted to it. Anyway, I'm trying to mount a front receiver to it. Anyone know if the front receivers mount to this? Anyone know what this frame piece is called? (0|||||||0)
