4Runner question

I've got a friend w/ a 86 4runner that is messin up and I know this is a jeep site but we are both stumped on this one. When he futs it in 1st and hits the gas it seems to lug until about 3 grand then it kicks in and goes like normal. It does this in all gears. Its a fuel injected 4 banger with a 5 speed. Anyone heard of anything like this?
