4 Wheel drive 1990 yj

Hello i have what some would say is a dumb question but i have never had a 4x4 ever so i found out how to put it in 4 wheel low and i can feel it when it is locked in but i try 4 wheel high and i cant tell if it is locked in can someone tell me the right way to do this is there a trick to it?
Also in ontario Canada do i have to have my jeep plated to go off roading just off roading i will not be driving it on the road at all i'm towing it to where i need to go.

Welcome to the Z.

To check in 4hi, turn on pavement and you'll feel the steering wheel move back and forth trying to resist the turn. You can also check by getting on it in gravel and watch for the front wheels to spin.

For a '90 YJ, if the 4wd light comes on, the 4wd is working properly.
