How do you test your fuel rail to see if it's getting power? And of it's not than what would keep the fuel rail from getting power?

new fuel pump, new coil, new crank position sensor, new nuetral safety switch, and replaced the ECM.

You mean fuel pressure? No electrics on the fuel rail. There is a schrader valve you screw a gauge onto.
