Howell EF TBI for CJ-7 question

There is a spacer between the old BBD and the intake manifold.
Should this be reused under the throttle body?

Is this a spacer or an adpater? Most howell units use a standard chevy TBI that will NOT bolt onto a regular 2BBL intake it requires a special adapter to work.

It is the adapter that was under the old Carter BBD.
I have the needed adapter from Howell.

I called Howell yesterday and they said to SK the plate.
