Gas Mileage on my tj

i have a stock 98 wrangler tj, automatic, 4.0.. 55,000 miles
my gas mileage when i lived in connecticut was 18,19 mpg..
now that i live in california with the same jeep it is 10,11 mpg...
i have looked at everything, and did a full tune up, except the O2 sensor... no codes have been set off, and i have been told by a 'professional' that my reduced gas mileage was due to the difference between CT's gas and CA's gas.... Ahh help!

'91 YJ 3.5"lift 32" tires 102k miles 4.0L stick. Over a range of about 800 miles I calculated a 14.252 average. Have you re-calculated? jered

Yep, well 200 miles per 17 gal's.... thats what im getting.. anyone know anything about californias gas compared to other states gases?
