Exhaust upgrade on a 77'CJ w/ 304

Headers and exhaust system are shot. My question: Where do I find a complete kit (minus cat) with the HTC headers? My concern is many of the kits exit in front of the rear tires and use the glass packs (w/ no hi-tek coating). I'd like a rumble but the cops already hate me in my town and I'm afraid the glass packs will be too loud.
Will I have to buy the HiTek Coated jobs, new mufflers, and spend the bucks at pipe benders' shop?
I'm new to the site and would appreciate any replies.

generally speaking, if you want something custom, your best bet is to buy from ebay and other online mailorder type places to get your components (muffler, cat, resonator, glasspack, whatever...) and then take it to a muffler shop and have them bend you piping.
