Personally I buy wipers every year. They rip, dry-rot or skip. Small cost to replace yearly. Nothing different than blade replacement or Anco wiper replacements.
I lived in an area where it snowed often. Froze nightly and heavy frost. Keep windows clean. Use rain-X or wax your windows. Use lots of washer fluid. Brush snow. Melt ice don’t chisel or scrape. A pitcher of warm water melts lots of ice. Let the heater do its job.
