your question can only be answered by knowing your experience and skill level with bodywork. your CJ is one of the easiest vehicles to perform bodywork on. it is small and the body is for the most part straight. there are no complex curves in the body design for you to have to deal with. that being stated if you have a rust free example of a CJ it may be easier for you to repair your crushed rocker as opposed to replace it.
full replacement of that panel [which to my knowledge runs from just behind the from fender to just where the door opening starts to turn up] will require a decent amount of skill. obviously you will need to cut the old panel out. you need to line the new panel up and weld it in. then you will have to grind all your welds down and use some body filler to make the seems disappear. prime and paint...
