1998 Wrangler Squeaking while turning

I only hear this when I am turning at low speeds. The sqealing sounds like a low rubbery friction sound when turning left. When turning right I hear the same squeal along with a metal grinding noise. I only hear this when turning, and no other time. I took it to a local garage and they said my brake pads need changing which may cause the squeaking. IS this true or is it a steering problem with the column or a lubrication issue?

I ave a '97 I just had a steering bow replaced and ever since then I have heard a rubbing when turning left I opened the hood and looked at the rubber shield under the steering rod this was the cause of the "rubbery rubb" I moved it back to where it should be and the noise went away. as for the brakes beeter be safe than sorry
