my 98 jeep tj overheats regularly out here in the mohave desert, just regular driving it... i brought it to the dealership to try to fix the problem and they can not... anyone know if a high output water pump will fix my problem, or just hurt my tight budget?

i have a stock 98 wrangler tj, automatic, 4.0.. 55,000 miles my gas mileage when i lived in connecticut was 18,19 mpg.. now that i live in california with the same jeep it is 10,11 mpg... i have looked at everything, and did a full tune up, except the O2 sensor... no codes have been set off...
