You don't need to connect the muffler to set the timing. You do need to cap/plug the vacuum line to set your vacuum. Once the vacuum line is capped and you set your idle speed, your timing should not be jumping around.

You likely have a grounding problem since these three use the same/similar type of bulb and socket. I would remove my dash panel and clean out the sockets, check the bulbs and look for ground wire problems. If the sockets are in bad shape you can get placements at NAPA.

Would this be a factory install tach and clock? If so, the tach would be plugged into the harness with a male and oppossing female connector at the dash. All CJ7 supposelly have this tie-in regardless if it's a Larado.
