PB Blaster, Liquid wrench, CRC, kroil, Vv-L800 etc etc - whats handy and personal choice.....

jeeps are often used offroad, think dirt, mud, water - a little hard use and that is expected. Not the pampered Porsche life.
I would spray away at those bushings. A little spray on any nuts bolts may be of benefit in the future..
1999 does not use Freon its Suva R134a.
All AC checks will need a set of gauges and high and low side readings taken.
I know it sounds anal but do not want someone sending an old can of freon r12 from their garage into system.

Anyway I would scan for codes*, and do a fuel pressure test - maybe jack up front of jeep to simulate. I suspect a fuel pump issue, we will need to inspect and replace, use a jeep pump aftermarket pumps are not recommended.
*I would expect lean codes....
clean and tighten all battery cables both ends, starter and Gnd .
Confirm cable end is tightening at battery connector.
Let us know if any added BS such as remote starter.

We can all see the emergence of elec vehicles, some issues to overcome - The American leadership in this field will solve the issues. I see battery cost, recharge time, then mas production will get the cost down

You changed relay and all was good for awhile... check fuse are right amp not higher,
