I found the problem. When I removed the transmission I removed the exhaust pipe and O2 Sensor. I purchased a new Bosch O2 Sensor and installed it last. I unplugged the O2 Sensor and it never blew again. I dont know if the new sensor is faulty or what but I put the old one back in and it works.

I will check the ground wires when I get back to town. Yes this is the only fuse that keeps blowing. Thanks Touverson
