So my horn wasnt working and I couldnt figure out the problem and needed an inspection - it was already a month overdue.

So....I bought a $3 momentary toggle and ran it to my battery and the horn bypassing any relays or fuses. I dont use the horn - at least not very much - but would it be ok to leave it like that? Is there any electrical fire issues I need to worry about?

NO. This is a bad idea. You should not connect any loads to the battery without a properly sized fuse or circuit breaker in the circuit. The closer to the battery the fuse is the better.

As for the relay, that shouldn't be any problem. Typical horns don't draw much power, so using a relay isn't necessary. However, if it is an aftermarket horn (like an air driven horn), they might draw enough power that you'd want to use a relay to switch it/them.
