Know the feeling...the only one I've seen under $600 is from 4wdhardware.com its the rock hard (?) Products brand. If you don't want to go that route they're not overly hard to build yourself...I did one for my '95 gr. Last year.
I just bought front and rear bumpers for my yj off ebay from tuff stuff. Only the rear has arrived so far but the rear looks and feels well built. Paid less than $600 for both. I would try that option if you haven't already.
